Canada Post gains new statutory authority to set postage rates, with fairness rules and public-disclosure requirements

Pending amendments (not yet in force) will give Canada Post Corporation explicit statutory power to establish its own postage rates and related terms and conditions. When setting rates, the Corporation must consider whether they are fair, reasonable, and sufficient to cover its costs—though that requirement does not apply to bulk-mail agreements or short-term experimental service deals. Free postage for material used by blind persons and reduced rates for library loans between libraries must be maintained. Any rates and terms set under the new authority must be made publicly available as soon as feasible, except for rates under confidential bulk or experimental agreements. Separately, several existing provisions governing postage rates and certain other Corporation powers are slated for repeal once these changes take effect. The definition of 'library material' in the Act will also be removed.
