Canada adds preferential tariff rates for UK and Indonesia goods, and allows seized goods to be donated to charities

Three sets of changes have been added to the pending (not yet in force) provisions of the Customs Tariff. First, a new Comprehensive and Progressive United Kingdom Tariff (CPUKT) is established, giving goods originating in the UK (and Channel Islands and Isle of Man) preferential — and in most cases ultimately zero — duty rates, phased in over a schedule tied to the CPTPP coming into force between Canada and the UK. Second, a new Indonesia Tariff (IDT) is created under the Canada–Indonesia Comprehensive Economic Partnership Agreement, providing phased duty reductions over up to 15 years for eligible Indonesian goods, with a safeguard mechanism allowing temporary duties if domestic producers suffer serious injury. Third, the rules for disposing of forfeited or detained goods are expanded so that, in addition to destruction, those goods may be donated to a registered charity if permitted under new regulations. Importers, trade compliance teams, and logistics providers sourcing goods from the UK or Indonesia should review whether their products qualify for the new preferential tariff rates once these provisions come into force. Charities should be aware of the potential new donation pathway for forfeited goods.
